Accredited Academic English course for Chinese universities

I was tasked with the rapid creation a new style of asynchronous Academic English language course for Chinese university students that could be used as an accredited foundation course for multiple Chinese universities. The course to be engaging, dynamic, yet maintain some of the elements of a traditional classroom course. The main complexities of the task where:
1) Creating an Academic English curriculum that allowed for varying proficiences, but produced fair assessment results.
2) Utilizing technology to provide a sense of traditional classroom lessons (a virtual classroom).
3) Sourcing and managing a team of Chinese and Australian staff to complete the project in a tight timeframe.
